THE CONDITIONS OF THE DEVELOPMENT OF LOCAL PRODUCTIVE SYSTEMS OF HORTICULTURAL SECTOR IN THE SOUTH-EAST REGION OF POLAND

Abstract:
Horticulture sector in Poland faces the same problems which are shared by the whole Polish agriculture, the structural ones, farms’ fragmentation and labour over-supply what results in low both effectiveness and returns. In this situation there is a necessity to integrate the local producers of fruit and vegetables as well as processing factories and specialized deliverers in cooperation with service and research units. Such a local network of economic entities is called– the local productive system or a cluster.
The authors of this elaboration tried to examine the conditions of establishing, functioning and developing of local productive systems in horticulture sector of South-East region of Poland (Mazovia, Lublin, Świętokrzyskie voivodships). Horticulture sector is especially important regarding considerable share of fruit and vegetables cultivation. The aim of elaboration is answering the question whether closeness and farms specialization make it easier to cooperate and form the groups thus creating the local productive systems (networks). In the article authors focused on vertical linkages considering them as the weakest developed and the least supporting the formation of local productive systems. Empirical verification concerned both internal and external barriers of cooperation development, the reasons of producers groups establishing as well as expectations towards strategic unions benefits deriving from cooperation.
