SUSTAINABLE FARM POLICY IN THE REPUBLIC OF KOREA WITH SPECIAL REFERENCE TO RICE, VEGETABLE AND APPLE PRODUCTION

Abstract:
The Korean parliaments have enacted environmental laws in agriculture that have become effective in 1999. With this legislation, the Ministry of Agriculture is going to finance sustainable farming systems. There are no specific financing plans currently in place, or indication of types of farms, arable farming and/or livestock farming that will be covered by this legislation. There are few livestock farm types in Korea that could be classified as sustainable farming systems. At present there are three different types of sustainable arable farming enterprises, including rice, vegetables, and orchard to be financed in sustainable farming systems, and three types of sustainable farming including, organic, no pesticide and low application of pesticide. Organic farming is utilised on 12.2 percent of rice farms, 8.7 percent in vegetable farms and 5.97 percent in orchard farms of the total sustainable farms. At present, there is no production cost survey of organic farm production. There is only production cost analysis for conventional production systems. Farm efficiency was analysed in constant and variable return to scale by application of Data Envelopment Analysis Programme: Apple production has a highest mean value of scale efficiency among rice, cabbage and spinach production during 1980–98.
