Abstract:
Phytosanitary requirements and regulations which are imposed by importing countries for plant products, such as fruits and vegetables, must be based on biological grounds.
An evaluation should be conducted on the possible pest risk: Is the pest present in the importing country? What is the pest biology? Will the pest organism be easily established? What are the natural pest path ways? What is the present and potential economic damage? Is the plant part a host to the agricultural pest? Is there a real danger of pest introduction and spread? Can the pest be easily detected by visual inspections? Is there an efficacious treatment available which will mitigate the pest risk?
A study must be made of the scientific literature for pest distribution, biology, and controls; interception records by plant quarantine officers; agricultural extension service information; and direct correspondence and discussion with the exporting country's plant protection service.
After careful review, consideration, and evaluation of the possible pest risk, a decision should be made on biological, and not trade protectionist, terms.
