Abstract:
World Bank Activity in horticulture over the last few years is reviewed in order to answer the following questions:
What is the size and geographical distribution of World Bank involvement in horticultural projects;
What are the characteristics of the projects; and what lessons have been learned?
The study finds that approximately 30% of total World Bank loans go to agriculture and rural development.
Of these, nearly 40% have a significant fruit and vegetable component to them.
This amounts to almost $1.4 billion per year over recent years.
Moreover, the share is increasing over time.
Further, there is considerable concentration of fruit and vegetable loans.
Seven countries account for 63% of all loans with a fruit and vegetable component.
Finally, a cautionary note is struck with respect to the development of horticulture aimed at supplying the "offseason" market in the EC. If all the fruit and vegetable projects achieve their export goals, real prices of fruit and vegetables and export receipts would fall.
