PRODUCERS GROUPS IN THE COMMERCIALIZATION IN SPAIN OF CITRUS AND HORTI-FRUIT PRODUCTS.

Abstract:
The Spanish APA (AGRARIAN PRODUCERS GROUPS) follow in many aspects the model established for that type of associations by the EEC. The majority of the ones existing in Spain are devoted to the commercialization of fruits and vegetables, concentrated mainly in three zones of production: LERIDA (for appels, pears and peaches), VALENCIA (for citrus) and ALMERIA (earliest vegetables: tomatos, peppers, etc). In the first case the activity of the APA is concentrated in the Spanish Market, whilst in the other two cases, it is mainly orientated to the export market.

The majority of the citrus APAs in which this study is mainly based, have been constituted in the last four years. We can say that they are associations which are in the process of improving their commercial and technical structure, but in order that their performance have general repercussion on the commercialization, it is necessary that other conditions and actions are created. Firstly, a commercial development of the APAs be increased and there should be an official recognition of their role in the market regulation. In Spain, the public interventions on the horti-fruit markets have been based up to now on direct actions (subventions) and conjunctural.

The theme of the Spanish horti-fruit APAs has a special importance in the frame of the integration in the ECC. In this sense, it is considered inconsistent the community position of using the insufficient development of the Spanish APAs as a pretext for delaying the integration of the horti-fruit sector.

It is the Spanish producers themselves, the ones who are more interested in develop their APAs with a view to becoming a member of the EEC and it would be more easily materialized. This development should allow the widening of the number and commercial importance of the APAs and should empower these to regulate and organize the market. Other measures should also be established in the interior commercialization of vegetables and fruits, particularly the control of the quality normalization.
