Biostimulants: identification of regulatory challenges and proposals to make this agri-input viable in Brazil

Abstract:
The Brazilian legislation does not cover biostimulant inputs, but biofertilizers which cover most of the technologies under the biostimulant categories claimed by EBIC's Biostimulant Coalition and the industry are: bacterial or microbial inoculants, biochemical materials, amino acids, humic substances and seaweed extracts. In Brazil, stimulants are covered by the Pesticides law, but without any reference to biostimulants. Biofertilizers are part of the legislation since the publication of the first Fertilizer Law in 1980; however, there are no products registered under the biofertilizer category in Brazil since 1980. This is an opportunity to enable technologies with a broader mode of action covered by the biostimulants. Brazilian representatives for the industry are organized under Abisolo (Association for Special Inputs) in a Technical Group to develop strategies that would enable the industry to convey their technologies under a suitable classification. The input sector, its leaders and legislative figures have been engaged to review the registration condition for these special inputs. Understanding the implication and effects of the current legislation towards the adoption of the input, as well as the implications of the revision of norms and regulations present in this work will support the input sector, political leaders as well as research bodies to adequate norms and technical procedures that can enable regulatory safety and validation of products.
